Plenary Preliminarily Selected as Developer for State Street Redevelopment
Published 21 January 2016WEST LAFAYETTE, INDIANA – The City of West Lafayette and Purdue University, through their Joint Board, has preliminarily selected Plenary Roads State Street as the developer for the State Street Redevelopment Project, set to rejuvenate State Street through downtown West Lafayette and Purdue University.
The Plenary Roads State Street consortium is comprised of:
- Plenary Group USA Ltd. (Equity)
- Rieth-Riley Construction Co. Inc. (Lead Contractor)
- Janssen & Spaans Engineering Inc. (Lead Engineer)
- Shrewsberry & Associates LLC. (Landscape Architect)
In accordance with Indiana’s Build-Operate-Transfer statute, the Joint Board has authorized a public hearing on the recommendation to select Plenary Roads State Street as the project developer. The public hearing is scheduled for February 11, 2016.
The Joint Board expects to complete the process and achieve commercial close by the end of March, with financial close to occur by the end of May 2016.
It is expected that construction will begin in the summer of 2016, with completion anticipated by the end of 2018.
“We look forward to working with the City of West Lafayette and Purdue University in fulfilling their public obligations and moving the State Street Redevelopment Project through the final stages of approval,” said Dale Bonner, Executive Chairman of Plenary Concessions.
The State Street Redevelopment Project is a collaborative effort between the City of West Lafayette and Purdue University, in cooperation with the West Lafayette Redevelopment Commission and Purdue Research Foundation.
The project’s primary goal is to increase safety for pedestrians and drivers throughout the University and the city. Another goal is to provide streetscape and pedestrian amenities to enhance community and campus resident cohesiveness.
